Make tramway_create action

In case you add a new Tramway Entity it provides tramway_create action by default.

What is tramway_create action:

• shadowed routes GET /#{entity_name}s/new and POST /#{entity_name}s/
• shadowed controller actions new and create
• shadowed view for new

tramway_create gets its configuration from Tramway Form of the Entity
