1C-1D-Pass because too strong?

@RalphLipe have any thoughts on the Pass in this situation by Bridgit?

Options for opener rebid for North show:

• 2C as 12-16 points with 6+ Clubs
• 3C as 17-18 points with 6+ Clubs
• Anything higher as unknown

Given bot has 21 points (19 HCP plus 2 distribution points), it appears to be "too strong" for any available bid and ends up passing.
