Project Direction

Regarding the direction of our project's refactoring, I'm looking for feedback.

To encourage modularity and reusability, should we divide the code into several applications and a different IRC protocol library?

Or, for simplicity and ease of maintenance, would it be preferable to combine everything into a single, integrated application?

I would be very grateful for your thoughts on the advantages and disadvantages of each strategy.
