Limit / disable zooming on the ScottPlot.WpfPlot that is used to display data in SingleEncounterView #30
Description
Users should not be able to arbitrarily zoom and pan around the plot.
- no going into the negative on either axis
- not going way beyond the end time of the encounter (in seconds)
- no zooming to the point where the plotted graph is functionally invisible / unusable
