[Bug] NewToolTable static init crash: IllegalArgumentException - null stored in Settings

Platform: macOS 26 (Apple M1 Pro)

Build: 2026.03.X29

Issue: 更新到最新版本后启动失败，崩溃发生在 Hooks.init 阶段。

Steps to reproduce:

1. 从旧版本更新到此版本
2. 使用终端
   java -jar /path/to/MindustryX-2026.03.X29-Desktop.jar
   启动游戏
3. 启动失败，见日志
