advertisement updates performance

I was having some issues with noble-uwp being rather unreactive with devices with fast advertisement updates (like say 500-1000ms). Have you tested with such devices? What kind of performance have you seen?

I did test it out and it's not too different from noble-uwp, so I suppose the problem is on my side or windows itself. I'm using a BCM20702A0.

As described in jasongin/noble-uwp#69 there is no official uwp api to change this parameter. But we could try to use the DeviceIoControl hack. If any one is interested in working in this feel free to cook up a PR, I won't get to work on this in this week....

so what performance have you seen though?
