Support real stemcell uploading #4
Description
Right now we don't support automatically uploading VM images to Control. We still have to "upload" a stemcell zip file to a micro-BOSH server in order to register it and have BOSH use it, but the VM image itself needs to be uploaded to vSphere manually ahead of time. Ideally we'd support the complete stemcell upload pipeline that would allow people to build their own custom stemcells and use them in the Tier3 environment.
