Dev Info Documentation

Currently, there is very little documentation for working on ViBot and interacting with GitHub/other servers. The purpose of this issue is to compile information that we'd like documented somewhere easily accessible.

We will be be using GitHub Wiki for displaying this information unless otherwise decided, so if you would like to create documentation for any of the topics listed or feel like some needs to be edited, please head there.
