LocConnect jobs should display their natural language title

Bug

LocConnect jobs get named incrementally by LKR, and they are not labelled with their LocConnect natural language title.

Solution

If the job is a LocConnect job, then list the job (for authors and PMs) unders its LocConnect project title.
