npm run clean fails on both windows and windows subsystem for linux

Hello,
When I run:
npm run clean

I get:
Error creating folder structure.
This happens on both windows and ubuntu subsystem for linux on windows.
I am running in a folder without spaces in the path.
node 10.15.3
npm 6.1.3
Windows 10 64 bit
