Export and Import Buses both don't work in version 42

Description (Required)

When both export and import buses are connected to a cargo system and the corresponding CT panel, they fail to carry out the intended action. After the configuration of the bus is finished in regards to blacklisting and whitelisting certain items, neither bus proceeds in carrying out their respective action. Simply put, they don't do anything.

Steps to reproduce the Issue (Required)

Attach an import or export bus to chests in a cargo network, try getting them to move items through the network. (I'm sorry there's not more detail, but I believe the issue is pretty self-explanatory)

Expected behavior (Required)

The blacklisted items should be removed from the chest with an export bus, and they should enter the chest with an import bus.

Server Log / Error Report

There are no errors in my console.
