Timeline tickmarks have issues when formatting the labels #372
Description
When viewing the Electricity -> Network Opportunities -> Peak Day layer, the time being viewed has special formatting so that it only displays the time of day. This interacts badly with the timeline tickmarks, and makes it look like the label are earlier on the timeline than they actually are.
The 3am tickmark has the 5am label over it:
