File gets deleted if text below it is edited

When I send some file (pdf or image) and try to edit and add some text below it, the file gets deleted with pop-up "Sorry you can't edit this message"

Issue is only happening with 2-3 members while others are easily able to edit text multiple times. Happening only in one group and not in other groups or personal messages

1. I send some file to the group
2. I click on edit to add some text below it
3. Press OK
4. Message "Sorry you can't edit this message" pops up and the file gets deleted, leaving behind the text I added after clicking on "Edit"

I tried, clearing catche and I am also editing within hour (not after 48 hours window)
