possible issue with steam turbine internal tank, steam use could be set higher then tank capacity

To me it seems that it might be possible for someone to set a mb/tick for the steam turbine that is higher then the tank capacity at the current capacity is set at 24 buckets. There is a possibility I am reading it wrong though as I am new to the forge library but I can say I am fairly literate in java. Just thought it would be an issue worth looking into.
