Initialize Repo

When the 2026 WPILib library is released, create a new, basic Java project.
This project should mimic the folder layout of the Reefscape 2025 season.

We will use the CTRE swerve drive generator and port our libraries in. We have a repo setup for this: 2025-CTRE-Offseason

OK. Remember we need to use a new repo each year. Can't reuse code, within reason.

The CTRE generator imported the project into wpi2025, so I'm updating to 2026 and importing our libraries
