Chore.prefixed_queue_names doesn't take --queues or --except-queues into account

Not sure how much of an issue it actually is, but we handle the queue configurations really inconsistently. In some places it's prefixed, in others its not, in some cases it relies on job classes, in others config. We should unify the queue reference handling, as the current setup is difficult to understand.

We've definitely struggled a bit on this, no question.

I had thought the last round of changes we made moved it closer to relying more on the configured job classes, but there is definitely a lot of complexity in here still.

One issue is that while except_queues is a good idea, we simply haven't relied on it much, and thus it hasn't gotten a lot of attention. Truth be told, I had considered pulling the feature out, but figured it was fine as it was for the time being until we got around to a deeper re-architecting of how Chore itself is configured.
