Broken link at 3. Submit a reimbursement request

I propose to add a permanent marker to the target, include the intersphinx and adjust the links.

That's why I open an issue instead of submitting only a PR to fix the 404. This would involve work on both repositories.

I'm waiting for the Board to decide on the procedure for approving changes to policy documents, after which this should be fixed. 🙂
