Add Wu et al., (2021) signature

Overland flow signatures from Wu et al., (2021) has been added to TOSSH and used by Bolotin & McMillan (2024) but hasn't been reflected to the main repository yet.

Apparently the code I've received from a master student is not correct, and this should be the function used for the correct calculation of Wu 2021 signature. Otherwise the R_Pint_RC will be overestimated. It requires additional hourly timeseries file that calculates maximum hourly fraction of precipitation, so not really sure if we want to add it to the TOSSH.

I have to reverse some changes but don't have time atm so I will reopen the issue as a placeholder now ...
