Add filter menu to filter by mandatory courses, language, etc...

Things to filter by

- mandatory or not
- language
- recommended completion year
- implementation periods / dates

Filter menu should be placed below the main navigation. On mobile it should be a single dropdown that opens the filter menu that covers the screen. On desktop it can be expanded to have a separate dropdown for each filter.
