Going to Report Details Page while someone else is on Report Details updates their page to match yours

In order to recreate (doesn't always happen). 
1. Go click on a report details page
2. Open a new tab
3. Navigate to the reports page on Aggie in the new tab
4. Click a different report details page
5. The original tab should match the new tab (despite having the original URL)

We can't seem to consistently create this error. If we are able to recreate it reliably, we will fix it.
