[Header]: missing CSS variable for header max height

Problem

css variable --layout-header-min-height was not updated on tedi/angular when it was renamed on tedi/core, now the lack of it is causing layout issues

Solution

rename variable on tedi/angular to fix missing max-width causing layout issues
