Review and update BENCHMARKS.md

[Synival]

• Move unfulfilled issues from 0.1.0 to 0.2.0
• Move issues originally planned for 0.2.0 to 0.3.0
• Make sure Github has all issues in BENCHMARKS.md
• Define the goal of each release more clearly (this may involve some reorganization)
