[Feature Request] Add option to toggle off Twitter linking

Currently, Foxbot is deployed in a Telegram group that also automatically bans Twitter links. 

Foxbot's default behavior of linking Twitter sources if it was provided previously conflicts with this policy. As such, I would like an option to turn off Twitter linking from Foxbot in a group.
