add a config to adjust normal attack animation speed

This mod is absolutely amazing—after using it, I don’t know how I ever tolerated the bland vanilla character before.
There is only a small issue, when using fast attack speed weapon (or assassin has double slice ability) , the normal attack animation will be extremely fast, losing animation continuity. Maybe add a config to adjust its rate is a good way to solve it.
