offset should be a per-recording settings, not a per-project setting

The offset between the beginning of the ultrasound recording and the beginning of the audio recording (and textgrid) should be a per-recording setting.

Currently it's set globally for a whole project, at the top level of metadata.json. It should instead be associated with a given file in the files section.
