Dependency Installation Instructions No Longer Valid

`biocLite` is no longer an acceptable way to install Bioconductor packages and produces an error if using the current version of R. The instructions should be updated to use [BiocManager](https://cran.r-project.org/web/packages/BiocManager/index.html).
