Tour stops always ordered by ascending id, not order supplied.

On creation or update of a tour, I am supplying stops in the order that which the user desires them. The order does not appear to be kept, however; stops for a tour from the server to the client are always coming back ordered by descending ID.

I guess we need to either start supplying an "order" field, or figuring out a work around.
