Create repos for /Packages

Historical Context

StepMania AMX is still StepMania 3.9, so most of the content created for StepMania 3.9 works fine or requires minor changes.

What needs to be done?

Create repos for every community-built content that I consider significant enough to pledge to support, such as Techno Fiend, Cyberia Style, PIU Paradise or PRO2+.

Concerns

There has not been an official de-escalation of tensions after the announcement of PIU Infinity (a project which contains my code against my will), and some of the content which I consider significant enough has been created by the SSC. These tensions do not make sense nowadays as the damage by them is already done, but they look like they hold a grudge, so peace negotiations may not be possible and I'm too tired to play the tit-for-tat card, so if they play the takedown card I'll let them have their cake and eat it too.

Some of this significant content also contains copyrighted assets by Andamiro or Konami, such as the themes by the PIUSM community or the themes by cesarmades and Takuya. I'll probably need to publish these themes without assets, and write scripts to patch the original themes in case they need fixes. The only exception where I will look to replace assets with non-copyrighted ones is the PIU NX2 Theme because that theme has been distributed with every version of SM AMX and is the de-facto default theme.
