[EPIC] RC1: Core Transaction & State Infrastructure

Epic Goal: Establish foundational transaction processing and state management for RC1.

Scope: Enable real transaction lifecycle from wallet GUI through RPC to state persistence.

Success Criteria:

• ✅ Transactions can be created, signed, and broadcast
• ✅ State persists across node restarts
• ✅ Balances update correctly after transactions
