Windows support?

I try to install palpy in Windows for specific application. But I cannot compile it, with VS2015 installed. Does this package support windows or need any change?

I don't really know much about building on Windows (especially with a python setup.py build step). How far does it get?

I got here, using pythonxy and vc9.0

This would help, more test needed.
