New structure for docs

Better sorting into categories such as:

- Administration: all docs related to settings up the environment, installation, uninstallation, backups, failover.
- API: how an app consumes Starcounter.
- SQL: supported SQL statements and syntax.
- Tooling: usage of Starcounter provided tools, could be a part of the first group.
