When a layer of mud is settled on the ground, any water above the mud will not be able to infiltrate the soil, creating a kind of barrier.
One way to solve this problem would be to make the mud naturally sink into the dry ground under certain conditions, such as when a certain weight or pressure is applied. This way, water could infiltrate the soil normally.
