[BUG] Bad error message for /n create

Describe the bug
When creating a nation with a long name, it will fail. The error message says Error: Name cannot be more than 40 characters, yet the name can be much less than that and it will still give that error.

To Reproduce
Enter /n create qwertyuiopasdfghjklzxcvbnm 100 100 255 or some other similarly long name.
Examine the error message

Expected behavior
The error message displays the actual maximum character length.

System
