Outbound Call Error ( circuit busy - congested )

Hello All
i have an star2billing server with 2 rate card and trunk and call plan
i configure both of them in same way.
first create a trunk in freepbx, then create provider, trunk, import prefixes, create rate card, configure callplan and attach rate card to call plan, import rates and choose their plan and trunk and define customers with their plan.
one of my trunk work properly but another one give me circuit-busy error and Everyone is busy/congested at this time (1:0/1/0) and instead of DIAL TECH/TRUNKNAME/NUMBER again pass DIAL params with HRrL and after that show [USEDRATECARD - FAIL =1] in asterisk -rvvv verbose 6 and so on in CDR Reports show no destination, buy and sell rate = 0.00 and TC = Congestion
do you have any idea what is problem and differences between these trunks?

If you have not resolved it, you need to show asterisk log, else we just guessing. No power to system?
