Apache automatic source code reload in Vagrant

Currently, source code changes require Apache to be restarted in the Vagrant guest. Apache should automatically reload the source code on changes for convenience.

I'm thinking that instead, Vagrant should use the built-in Flask server for development purposes. There is really no need to use Apache in a dev environment.

I usually end up turning off apache2 and running the build-in server when I dev on Postmaster anyways.

wildcard - take apache2 out all together ;)
