Ore breaking can be cheated

I'm not sure if this is an issue or just not a feature yet, but either way, ore blocks such as diamond ore, if mined by a silk touch pickaxe and mined over and over can generate the stat for that block broken, which if I wanted to set up a mining requirement, would essentially break it because as soon as players found 10-20 diamond ore, they could just break and replace it over and over again.
