Investigate completing the migration off of Vault #41
As noted in the recent townhall materials and the 'Doppler + DO migration' PR (#40), we have a dependency on Vault in layer_1. This is a technical debt that we should address. This issue is to investigate the remaining service that rely on Vault and create a plan to migrate them to Doppler. This will simplify our secrets management and reduce operational overhead.
