The .exe not want/refuse to run

I've did as told like install .net desktop app x86 and like that... Except the x86 update kb4474419. I've downloaded like all of them but I keep getting error:0x80070422 when tried to install them in. I tried ignoring it and run as admin the Binary.exe, the problem is why the .exe not want to run or load? I don't know what i did wrong or what to do anymore. Is it because my windows is a crack/not genuine windows 7 32bit or what? I'm at a lost... Can you please share some light to the issue?
