Description
Players should be able to see their reputation standing with each empire, and empires should have varying relationships with each other — some friendly, some hostile. This adds diplomatic depth and consequences to player actions.

Proposed Features
- Per-empire reputation score visible to players (e.g., via `get_status` or a new `get_reputation` command)
- Inter-empire relationships — empires have standing with each other (allied, neutral, hostile)
- Actions in one empire's space affect reputation (trading boosts it, attacking their ships lowers it)
- Reputation affects gameplay: docking permissions, market prices, police response, mission availability
- Helping an empire's enemies may lower your standing with that empire
- Creates meaningful choices — you can't be friends with everyone if empires are rivals
