The problem is probably that libibverbs didn't put the <infiniband/driver.h> header in your /usr/include directory. I am currently having problems building librxe-dev against the latest rdma-core at:
https://github.com/linux-rdma/rdma-core

There have been significant API changes in v13 of rdma-core, which might be the latest possible libibverbs library that librxe-dev can compile against, latest rdma-core version is v17.1.

Is this repository actively maintained? Do any branches compile against latest rdma-core ?

I found that since Red Hat Enterprise Linux 7.4, all RDMA user-space drivers are merged into the rdma-core package and the Soft-RoCE driver is merged into the kernel. FYI.
