Mouseover being blocked by dungeon boss ability tooltip

Describe the bug
It appears this add-on is doing some targeted spell things with certain dungeon boss abilities. This is creating a tooltip when hovered over even though I have every tooltip option in this add-on disabled and this is blocking MOUSEOVER from working when hovering over that part of the frame.

Is there anyway this can be fixed?
I disabled this add-on and stopped having this issue.

To Reproduce

1. Go to Dawnbreaker 2nd or 3rd boss
2. Orb goes out or one of the strand abilities goes out
3. Try to heal a player that is targeted by this ability with mouseover and have your cursor over the element that is displaying the boss ability icon with a tooltip
4. Can't heal them

Expected behavior
I expect when I mouseover ANY part of a party frame/raid frame that the mouseover will work. I believe this is caused by the tooltip being produced, despite having all tooltip settings in the add-on settings off.

Have you disabled all other add-ons?
No, I disabled THIS add-on and the issue no-longer happens.

Appears to be private aura issue. Is there no-way to move this off the frames so it doesn't affect mouseover?

I will look into it, this is not how i created it. Maybe Blizzard changed something.

You can set the position in the Debuff settings. As of right now i am not aware of an option to hide the tooltip.
