Make an Addon for Inter Dimensional frequancies

I think we should create a redstone ether that is not bound to a dimension and have the redstone transmitters/receivers able to switch modes (or have a module to upgrade.)

The ether would need to hold the dim-coords of any on state transmiters to be checked every several ticks

we would have to allow overrides to run on null worlds, the hash code would be int.minvalue or -1

Think an easier route will be interdimensional bridges are transmitters which can add themselves as sources to a specified dim/ player frequancy
