Suggestion: add config to make peds not targetable by missile lock on #5

Issue: Players will use vehicles with missile lock on (for example Buzzard) to scan for spawned peds, as they seem to be made targetable vs world gen peds.

This applies to peds spawned by pedmanager. The issue that arises from this is that:

  1. Peds can be accidentally targeted if someone is using a vehicle-homing missile, giving false positives
  2. Peds that are meant to be "secret" can be easily found by players flying around in a vehicle with homing missiles until the tracking notification is triggered

Solution:

Add a config option that marks a ped as "hidden" that applies this flag:

SetPedConfigFlag(entity, 434, true)

434 is:

CPED_CONFIG_FLAG_DisableHomingMissileLockon = 434,

Additional suggestion (more niche use):

Applying this native can make the ped untargetable even through combat, reducing risk of fighting/targeting spawned peds
