Ensure note headers are kept in sync #2
Description
I have a terrible tendency to accidentally change either the file name or the H1 of an index note and miss the other. This would be a nice rule to check for, as long as it doesn't throw huge false positives. It probably should not demand the presence of a header, as some people don't use them.
