Description
We currently say: "DoH servers on the public Internet MUST NOT create an alternate root or
publish data for TLDs that have not been created through ICANN or IETF
processes. DoH servers on private networks MAY use alternate roots and/or
ad-hoc TLDs provided these name spaces do not leak to the public Internet."
It seems to me that this should also apply at all levels not just TLDs
