Web interface stops working when a database update is being done. #916

Current Behavior
There are a number of cases where the web interface just stops working. For example, when upgrading from 2.40 to 2.60 the database needs to be updated. When this happen,s the web interface just stops working with the following error:
This site can’t be reached
10.x.1.x refused to connect.
when i check the hostd service it says it is up and working. This needs to be fixed so that the web interface always works. If it is updating the database, there should be a status screen saying that the database is being updated and to just hold on. Over the last few years of updates I have seen this on other occasions as well so the team might want to take a deeper look at the issue. Thanx.
Expected Behavior
Web interface should always work.
