v0.4.0 没有更新`typst.toml`内的版本号

如题，安装到local/citext/0.4.0/后会报错 package manifest contains mismatched version 0.3.1。在 typst-doc-cn/guide#139 发现的。

如果有可能，希望能直接在 GitHub Releases 发个package/文件夹的压缩包，适配 setup-typst 的zip-packages功能，方便测试和人工安装。
