Bug: block.blocks.size includes disabled blocks

While section.blocks has always only outputted the active blocks, doing section.blocks.size would output 3 if there are 3 active blocks, and any number of disabled blocks wouldn't count towards that figure, it seems that doing block.blocks.size includes disabled blocks, which means we can't correctly utilise if block.blocks.size > 0 which seems incorrect to me
