Should you propose parameters globally or specifically for each UX level block?

After working around present and future possibilities (such as border and effect styles panel), we're currently offering input borders and shadows in settings_schema for example, but it would now also be interesting to offer these parameters per block to manage specific cases. Do you think it would be worth considering removing these parameters from settings_schema and leaving them in the blocks?
The question also applies to the style of product cards, for example, and others cases.
