Ability to drag and drop child blocks across parent blocks as long as the share the same type

Hi,

I've been working with theme blocks for a while and am encountering a frustrating limitation in the visual editor.

Let's imagine I have a "row" block containing two nested "column" blocks, each with some random child blocks like text blocks inside them. In this scenario, I’m unable to drag and drop a text block from one column to another. I would expect to be able to drag and drop child blocks across parent blocks as long as they share the same type. Is this a technical limitation I might have overlooked, or is there another explanation?
